Hop on a street car, get off at Civic Center and walk over to City Hall. They have tours, but you can also wander around on your own. Either way is fine and will depend on how much time you want to spend. You may want to save time to take a look at the library, which is very close and worth a look. The Asian Art Museum is also in that same cluster of buildings.
